ChatGPT to pool Chat, Work and Codex usage into one token budget in December

OpenAI will move Plus, Pro and Business subscribers to a shared token allowance as it merges Chat and Work, which matters for teams that lean on agents.

Key points

  • Starting in December, Plus, Pro and Business plans will draw on one shared token budget covering both ChatGPT and Codex, per an updated OpenAI support page.
  • Chats that use Instant models will not count against the budget, so casual use stays effectively unmetered.
  • OpenAI is folding Work's agentic features into the main ChatGPT interface, ending the split between Chat and Work.
  • Anthropic has already merged Chat and Cowork inside Claude.

Why it matters for marketers: Teams running agentic workflows on ChatGPT should expect heavier tasks to drain a shared allowance, which affects plan choice, cost forecasting and how work gets split across models.

OpenAI is changing how ChatGPT usage is metered. According to an updated support page, Plus, Pro and Business subscribers will get a single token budget starting in December, shared across ChatGPT and Codex. The shift comes as OpenAI brings the agentic features of Work into the main ChatGPT interface, a merger the company had already announced.

Tokens track how much information a model reads and produces, so demanding models and longer tasks use more of the allowance. Account settings will show what is left and when it refreshes. A user who runs out can wait for the reset, move to a higher plan or buy extra credits. Chats with Instant models sit outside the budget, so ChatGPT remains flat-rate in a narrow sense.

For marketers and content teams, the practical change is that agent-style work and everyday chat now compete for the same pool. The Decoder notes that heavy users on cheaper plans may end up with lower-quality results, and it suggests the recent doubling of limits on higher-priced plans was meant to prepare for this. Teams that run research, drafting and automation through ChatGPT should watch how quickly those jobs consume their allowance.

The merger also addresses complaints about complexity: users currently pick between two operating modes and 11 model settings. Anthropic has already combined Chat and Cowork in Claude, so the two products are converging. Before December, content leads may want to track which workflows rely on advanced models and compare that usage against their plan tier.
